The welfare shop attached to the Mahavilachchiya sup-provincial office was declared open recently under the project to establish welfare shops on provincial level all over the island according to a concept of Rear Admiral Sarath Weerasekara, the Director General of the Civil Defense Department, to develop activities for the welfare of the officers of Civil Defense Department.  A large number of dignitaries including Deputy Minister of Highways Mr. W.B. Ekanayaka, the Operations Director of Civil Defense Department Brigadier Sumanapala, the Provincial Secretary Mr. Sugath Kithsiri, the Provincial Officer-in-Charge of 12 Wilpattu Lt. Col. Munasinghe and the District Officer Mr. Nuwan Wimaladharma participated.

The inter-province sports meet of the Civil Defense Department was held at the Sugathadasa Stadium in Colombo recently. Sportspersons from all the provinces of the island attended the event and the championship in athletics went to Polonnaruwa Province while the runners-up were sportspersons who represented 12 Wilpattu.

There was a felicitations ceremony for the runners-up at the Mahavilachchiya Provincial office recently. Deputy Minister of Highways Mr. W.B. Ekanayaka and the Operations Director of Civil Defense Department Brigadier Sumanapala were chief guests of the occasion and the Provincial Officer-in-Charge of 12 Wilpattu Lt. Col. Munasinghe and the District Officer Mr. Nuwan Wimaladharma also participated.

On the Concepts of Director General of Civil Security Force Rear Admiral Sarath Weerasekara, an Inter House Sportsmeet was held in the Siddhartha college play ground Wilachchiya on 21-06-2009. The civil security officers of Wilachchiya, Thanthirimale and Nochchiyagama took part in it.Brigadier Sumanasena, Lieutenant Colonel Udaya Munasingha, Provincial Officer Nuwan Wimalarathna participated on this occasion as guests.

Donating 50 tables with foot operated electricity generating facility to 50 members of the Civil Security Force by the Manel Mal Movement under “Ranaviru Neth Pahana” Project took place at the BMICH on 06/03/2008. Nun Rev.Siyoman of the Po Guwan Shan Monastery in Taiwan financed the donation.

Director of the Civil Security Force Rear Admiral Sarath Weearasekara and a group of members of security guard forces participated on this occasion. Also present on this occasion were convener of the Manel Mal Movement Barrister S.L. Gunasekara, parliamentarian Mr.Wimal Weerawansa, Dr. Gunadasa Amarasekara, Colnel Anil Amarasekara among others.

දිනය 2007 නොවැම්බර් මස 22 යි. යාය 04, පොලිස් මුරපොලට අනුයුක්ත සිවිල් ආරක්ෂක මෙරගල් පේඩිගේ ගුණවීර තම රාත්‍රී රාජකාරිය නිමා කර නිවසට පැමිණියේ තම දරුවා පාසලට ගෙනයාමට පෙර තමන්ගේ හේනට ගොස් වල් සතුන් හේනට හානියක් කර තිබේද යන්න සොයා බැලීමට යාමේ අදහස ඇතිවය. තම බිරිද විසින් සකස්කර දෙන ලද කහට කෝප්පය ඉක්මණින් හිස්කර ගුණවීර ලහි ලහියේ විලච්චිය යාය 04, කරඹගොල්ලෑව වැවට ඉහළින් ඇති හේන් යාය වෙත පිය නැගුවේ තම දරුවා පාසලට ගෙනයාම සදහා ඉක්මණින් ආපසු එන්නට යි.

උදෑසන කුරුඵ නාදය අතරින් කරඹගොල්ලෑව වැවට ඉහළින් ටී 56 ගිනි අවියක වෙඩි ශබ්දය යාය 04 ගැමියන්ගේ දෙසවන් තුලට එක්වුවත් ඔවුන් ඒ පිළිබදව එතරම් සැලකිල්ලක් නොදැක්වූයේ කාලයකින් ත්‍රස්තවාදී ප්‍රහාරයක් ප්‍රදේශයේ සිදු නොවූ නිසාත් මෙම හඩ රතිඤ්ඥා හඩක් වන්නට ඇති බව සිතුණු නිසාත්ය.

නමුදු උදෑසන පහන්වී මද වේලාවක් ගත වෙත්ම යාය 04 ප්‍රදේශය පුරා පමණක් නොව ශ්‍රී ලංකාව පුරාම රැව් දෙන්නට වූයේ යාය 04, මුරපලට අනුයුක්තව රාජකාරී කල  සිවිල් ආරක්ෂක මෙරගල් පේඩිගේ ගුණවීර නම් වු අවිහිංසක පුද්ගලයා එල්.ටී.ටී.ඊ ත්‍රස්තවාදීන්ගේ වෙඩි ප්‍රහාරයකට ලක්ව මෙලොවින් සමුගෙන ඇති බවයි.

1992.10.16 වන දින ග්‍රාමාරක්ෂක නිලධාරියෙකු ලෙස ප්‍රදේශයේ ගම්මාන ආරක්ෂා කිරීමේ උදාර මෙහෙවරට එක්වූ ගුණවීර නිල අංක සී.24079 යටතේ තමා වෙත පවරණු ලබන ඕනෑම රාජකාරියක් ඉතාමත් කාර්යශූර ලෙස ඉටු කරණ ලද අතර යාය 04 ප්‍රදේශයේ පමණක් නොව ප්‍රදේශයේ ඕනෑම ස්ථානයක සිදුවන හදිසි අවස්ථාවකදී  එම ස්ථානය වෙත නොපැකිළිව ඉදිරියට යාමට පැමිණි අයෙකු විය.ශරීර ප්‍රමාණයෙන් කුඩා අයෙකු වුවද ඔහුගේ හදවතේවූ එඩිතර බව  සහ ප්‍රදේශයේ ජනතාව කෙරෙහිවූ ලැදියාව මෙන්ම ඔහු තුළ වු නිහතමානිත්වයත් නිතර සිනහමුසු මුහුණින් ගත කිරිමත් යන ගති ලක්ෂණ තුලින් ප්‍රදේශයේ ජනතාව වෙත සමීපව කටයුතු කළ අයෙකුද විය.

තමාගේ, තම පවුලේ අනාගතය පිළිබද නිරන්තරව සිහිනමැවූ ගුණවීරගේ එකම බලාපොරොත්තුව වූයේ තම දරුපවුලේ සෙවණ සදහා සුරක්ෂිත නිවසක් තනා ගැනීමයි. ඒ අනුව බැංකු ණය මුදලක් හෝ ලබාගෙන නව නිවසක් ඉදිකිරීමට අවශ්‍ය සැළසුම් සකස් කළේය.රුදුරු ත්‍රස්ත ප්‍රහාරයට ලක්ව මිය යන්නට දින කිහිපයකට පෙර පේමඩුව ලංකා බැංකුව වෙත ගොස් නිවසක් ඉදිකිරීම සදහා ණය මුදලක් ලබා ගැනීම සදහා බැංකු කළමණාකාර මහතා සමග සාකච්ඡාකර විලච්චිය පොලිස්ථානයේ සිවිල් ආරක්ෂක අංශයෙන් තම වැටුප් විස්තරයද ලබාගෙන අවශ්‍ය කටයුතු කරමින් සිටියදී ගුණවීර මෙසේ ත්‍රස්ත ප්‍රහාර‍‍යෙන් ජීවිතක්ෂයට පත්විය.

ගුණවීර ජීවත්ව සිටියදී තිබූ නිවසක සිහිනය සැබෑකරලීමේ උදාරවූ අවස්ථාවක් මෙසේ උදාකරලන්නට  මගපෑදීම සුවිශේසී වු සතුටු දායක තත්වයකි. 2007. 12. 14   වන දින සිවිල් ආරක්ෂක දෙපාර්තමේන්තුවට ජීවනාලියක් බදුවූ අධ්‍යක්ෂ ජෙනරාල් රියර් අද්මිරාල්  සරත් විරසේකර මැතිදුන් මහවිලච්චිය ප්‍රදේශයේ කරන ලද සංචාරයකදී මෙම මියගිය ගුණවීර නිලධාරියාගේ  බිරිද සමග දරුවන් දෙදෙනා ජීවත්‍වන නිවස වෙතද යන ලද අතර එහිදී නිවසක සිහිනය තුළ ගුණවීර සිදුකර තිබූ කටයුතු පිළිබදව කරුණු දැනගෙන ගුණවීරගේ සිහිනය සැබෑකරලීමේ වගකීම සිවිල් ආරක්ෂක සේවයේ සුභසාධනය වෙනුවෙන් තමා විසින් ආරම්භ කරන්නට යෙදුණු සරත් විරසේකර මැතිදුන්ගේ සදාරණීය බිරිදවු හේමන්ති වීරසේකර මැතිණියගේ සභාපතිත්වයෙන් පිහිටුවා ඇති සිවිල් ආරක්ෂක දෙපාර්තමේන්තුවේ සේවා වනිතා ඒකකය මගින් ඉටුකරලීමට වූ පොරොන්දුවේ මල්පල ගැන්වීමක් ලෙස අද මෙම නිවස ඉදිවී ඇත.

ගුණවීර මියගියද ඔහුගේ සිහිනය සැබෑකරලීමේ ගෞරවණීය වූ මෙම අවස්ථාවේදී මෙම නිවස ඉදිකරලීමේ කාර්යය තුලදී මේ සදහා අවශ්‍ය මූල්‍යමය දායකත්වය ලබාදෙමින් කටයුතුකල අනෝජා විජේසුරිය මැතිණිය ඇතුලු පවුලේ සැමටද මේ සදහා නායකත්වය ගෙන දෙමින් සිව්ල් ආරක්ෂක දෙපාර්තමේන්තුවක් බිහි කිරීමේ පුරෝගාමියා වු දෙපාර්තමේන්තු අධ්‍යක්ෂ ජනරාල් රියර් අද්මිරාල් සරත් විරසේකර මැතිතුමාටත් සිවිල් ආරක්ෂක සේවා වනිතා ඒකකයේ ගරු සභාපතිනී හේමන්ති වීරසේකර මැතිණියටත්, සිවිල් ආරක්ෂක  දෙපාර්තමේන්තු‍වේ නියෝජ්‍ය අධ්‍යක්ෂ ජනරාල් ජ්‍යේෂ්ඨ පොලිස් අධිකාරි නන්දන විජේරත්න මහත්මා මෙහෙයුම් අධ්‍යක්ෂ 11 පොලිස් අධිකාරි ජි‍‘රි මහත්මා ඇතුලු සිවිල් ආරක්ෂක මුලස්ථානයේ සියලුම නිලධාරි මහත්ම මහත්මීන්ටත් සිවිල් ආරක්ෂක දෙපාර්තමේන්තු‍වේ (12) විල්පත්තුව පළාත්භාර නිලධාරී ලුති/කර්නල් එම්.එම්.යූ.මුණසිංහ ,මහවිලච්චිය පොලිස් ස්ථානාධිපති කපිල අබේනායක, මැදවච්චිය පළත් භාර නිලධාරි පො.ප චන්ද්‍රරත්න,මහ විලච්චිය ප්‍රාදේශීය ලේකමි සුගත් කිත්සිරි යන මහත්වරුන් ඇතුලු සහයෝගය ලබා දුන් ප්‍රදේශයේ ග්‍රාම නිලධාරි මහතුන් මෙන්ම විලච්චිය වනජීවි කාර්යාලයේ නිලධාරි මහතුන්ටත්  ප්‍රදේශයේ සියලුම රාජ්‍ය ආයතන ප්‍රධානීන්ට මෙන්ම එම ආයතනවල සේවක පිරිස් වලටත්   ස්තූතිය පුද කළ යුතුමය.

එසේම මෙම මහ විලච්චිය ප්‍රදේශයේ සිවිල් ආරක්ෂක නිලධාරින්ගේ මනා කැප වීම සහ දක්ෂතාවය නොමැතිනම් මෙ නිවස මෙතරම් කෙටි කාලයකින් ඉදිකර ගැනීමට නොහැකිවන අතර සිවිල් ආරක්ෂක නියාමක, උප නියාමක මහත්වරුන් ඇතුළු සිවිල් ආරක්ෂක නිලධාරීන් සැම දෙනාටම දක්වන ලද සහයෝගය වෙණුවෙන් ප්‍රණාමය පුදකරමු. මෙම ප්‍රදේශයේ ජනතාවද අවශ්‍ය සෑම සහයෝගයක්ම ලබා දෙමින් නිවස ඉදි කිරිම ආරම්භයේ සිටම දක්වන ලද සහයෝගය ඉතා අගේ කොට සළකමු.

සිවිල් ආරක්ෂක දෙපාර්තමේන්තුවේ සේවා වනිතා ඒකකය වෙතින් විලච්චිය ප්‍රදේශයේ සිවිල් ආරක්ෂක නිලධාරින් වෙත දක්වණු ලබන මනා වු සහයෝගිත්වය මේ මොහොතේ නැවත නැවතත් සිහි කිරිම වටින්නේය. මෙයට පෙරදී මෙම සේවා වනිතා ඒකකය මගින් මහ විලච්චිය සිවලාපිටිය ප්‍රදේශයේදී වල් අලි ප්‍රහාරයකින් ආබාධිතව සිටින සිවිල් ආරක්ෂක ටී. 29050 චමින්ද නිලධාරියා වෙණුවෙන් රෝද පුටුවක් ඇතලු සනීපාරක්ෂක කටිටලයක් ලබාදිම ප්‍රදේශයේ සිවිල් ආරක්ෂක නිලධාරින්ගේ දරුවන් කිහිප දෙනෙකු සදහා අධ්‍යාපන ආධාර සහිත ශිෂ්‍යත්ව ලබා දීමද සිහිපත් කරන අතර ඉදිරි කාලය තුළදීද මෙම සේවා වනිතා ඒකකයේ සහයෝගය ප්‍රදේශයේ සිවිල් ආරක්ෂක නිලධාරින් වෙණුවෙන් නොමදව ලබා දෙණු ඇතැයිද අපේක්ෂා කරමි.

Dream Becomes True

It was 22^nd of November in 2007. Meragal Pedige Gunaveera who was a home guard in track 4 came to the home after his night duty. He wanted to see his chena before taking his child to the school because at the night wild animals come to the chena and destroy the cultivation.  He drank the plain tea which was made by his wife and ran to the chena because he had to take his child to the school on time.

In the morning a heard a gun shot from the Karabagolleva reservair area. People thought it was a cracker sound. But in the morning whole Sri Lankan heard the news that Gunaweera was shot down by LTTE and died.

Gunaweera was entering to the Civil Security force on the 16^th of October 1992. He was a kind man and very active to do any work. He always helps to people. He was a little man but whole the people in village knows him because of his meekness.

Gunaweera always dreamed to build a house and for that he talked to the bank to get a loan to build his house. But he couldn’t do it because of the attack of LTTE.

Gunaweera’s dream became succsesfull from the help of Mr. Riyar Admiral Sarath Weerasekara the ………….of Civil Security Force. Mr. Riyar Admiral visited Gunaweera’s house once he visit to Mahavilachchiya. The wife of Mr. Sarath Weerasekara’s Mrs. Hemanthi Weerasekara promised to build a house for Gunaweera’s family from her Vanitha Society. Finally Gunaweera’s dream became true from the help of Mr. Sarath Weerasekara and Mrs. Weerasekara.

We like to thank Ms. Anoja Wijesooriya and her family, The………….of Civil Security Force Riyar Admiral Sarath Weerasekara and his wife Mrs. Weerasekara, the deputy director of Civil Security Force Genaral Police Commissionaire Nandana Wijerathna, Director Police Commissionaire Jeefer and all the officers in Civil Security Force, lieutenant Kernel M.M.U. Munasingha, Officer In Charge of Mahavilachchiya Kapila Abenayaka, the officer of Medawachciya Province, Mr. P.P Chandrarathna, Provincial Secretary of Mahavilachchiya, Mr. Sugath Kithsiri and all the people who help this family.

And especially I like to thank to the all the home guards in the village because if they didn’t get their support they are unable to build the house in a short time.

At the end of this I like to remember again the Vanitha Society which is holding by Mrs. Weerasekara. We like to thank them for their support to our village. Once ago this society gave a wheel chair and sanitary wears to the T. Chaminda who was attacked by a wild elephant. And also the society gave scholarships to some of home guard’s children. We like to thank them and we desiderate the Vanitha society will help us in the future too.

රාජකාරියට යමින් සිටියදී වල් අලියකු පහර දී දැනට ඉතා අසරණව සිටින අයකු සිවිල් ආරක්ෂක දෙපාර්ථමෙන්තුවේ අධ්‍යක්ෂක ජනරාල් තුමා හමුවීමට පැමිණ සිටි අතර මෙම නිළධාරියාගේ තම ශරීරයේ ස්ණායු පද්ධතිය ක්‍රියා නොකරන අතර ශරීරයෙන් අඩක් පණ නැතිව රෝද පුටුවක ජීවත් වන අතර මෙම අයට කිසිම කෙනකුගේ සරණක් නැති බවද රැකියාවද නැතිව ඉතා අසරණව සිටින බවත් වසර ගනනාවක් රාජකාරි කර වල් පහරදීම නිසා දැනට වසර 05 මෙම රෝදපුටුවෙ ජීවත් වන අතර වැටුපක් හෝ වන්දි දීමනාවක් මෙතෙක් ලැබී නැති අතර රාජ්‍ය පරිපාලන අමාත්‍යංශයේ 2005මැයි මස 04 වන දින නිකුත් කර ඇති රාජ්‍ය පරිපාලන චක්‍රලේඛ 22/93(111) යටතේ වන්දියක් ලබාගැනීමට හැකියාවක් තිබේද පිළිබදව සිවිල් ආරක්ෂක දෙපාර්ථමෙන්තු අධ්‍යක්ෂක ජනරාල් සරත් වීරසේකර මහතාගේන් කරුනු විමසමින් මෙහිදී අධ්‍යක්ෂක ජනරාල් තුමා සහනක් ලබාදීමට කටයුතු කරදෙන බව පවසන ලදී

One of Officer was attacked by a wild elephant 5 years earlier and he also attended to meet General Riyadmiral Sarath Veerasekara. This officer’s nervous system is not working because of the attack and he is living in a wheel chair. Because of his sickness he lost his job and still he didn’t get any salary or compensation. He asked from General Riyadmiral Sarath Veerasekara to get a compensation as the circular 22/93(3) of the Ministry of Government Administration. Genaral Riyadmiral Sarath Veerasekara promised to help him to get the compensation.

General Riyadmiral Sarath Veerasekara of Civil security force, visited Mahavilachchiya and Thantirimalaya last week and resolved the official problems of civil security officers.

Mr. Sarath Weerasekara planted a king coconut plant in Mahavilachchiya divisional Office to memorize his visit.

අධ්‍යක්ෂක ජනරාල් රියාද්මිරාල් සරත් විරසේකර මැතිතුමා මහවිලච්චිය සංචාරයක නිරතවූ අවස්තාවෙ මහවිලච්චිය ‍කලාප කාර්යාලයේ තැබිලි පැලයක් සිටුව‍මින්

A group of patriotic Sri Lankans in  Sydney , Australia donated 50 Flashlight Torches to Mahavilachchiya and Tantirimale to help enhance security of these villages. The distribution was done with the participation of Mr. Sugath Kithsiri, the Divisional Secretary of Mahavilachchiya, Mr. Kapila Abenayaka the O. I. C. of Mahavilachchiya Police Station, Lieutenant Colonel M. U. Munasinghe an army officer of North Central Province .  They handed over the torches to the personnel of Civil Security Force. Mr. Sugath Kithsiri coordinated the donation.

The construction of house is normally carried on yet.

First of all, we must thank for the late soldiers who sacrifices their valuable lives with the great objective of protecting the territorial integrity and the internal freedom of our motherland. As their dedication, they are alive forever in our past memories.

This is also to inform you, about the beginning of the merit “Building a house” for the family members of civil security M. P. Gunaweera who was killed on 22^nd of November, 2007 when he was in an operation area.

This merit concept, is based on the great objective of the Director (General) of the Civil Security Department Sarath Weerasekara and processed by the staff of the provincial office of Civil Security Force situated at Mahavilachchiya, under the guidance of the officer of North Central Province, Lieutenant Colonel M. U. Munasinghe with the contribution of Mrs. Hemanthi Weerasekara and the staff of “Civil Security Service (Sewa Wanitha Unit).

The above scheduled task was successfully commenced on 17^th of March, 2008.

This process is now carried on under the supervision of the district officer Mr. Eranga Lasantha who is employed in Civil Security Department, Mahavilachchiya.
