මහවිලච්චිය සිවිල් ආරක්ෂක නිළධාරින් විසින් සංවිධාවය කරණු ලැබූ ලේ දන්දීමේ වැඩසටහනක් පසුගිය දා මහවිලච්චියේ දී පවත්වන ලැබුවා අනුරාධපුර මහ රෝහලේ ලේ බැංකුවේ නිළධාරින් පැමිණ ලේ පරිත්යාග සීලීන්ගෙන් ලේ ලබාගනු ලැබුවා සිවිල් ආරක්ෂක නිළධාරින් සංවිධානය කරණු ලැබූ මෙම ලේ දන් දීමේ වැඩ සටහනට ගිහි පැවිදි විහාල පිරිසක් පැමින ලේ පරිත්යාග කරණු ලැබුවාය.
මහවිලච්චිය සිවිල් ආරක්සක නිළධාරින් නිදහස් දින උත්සවය සමරමින් මේ සදහා සිවිල් ආරක්ෂක බලකායේ මෙහෙයුම් අධ්යක්ෂක පොලිස් අධිකාරි ජිප්ර් මහතා ප්රධානත්වයෙන් මහවිලච්චියේ දී පැවැත්වන ලදී සිවිල් ආරක්ෂක දිස්ත්රික් නිළධාරි ලසන්ත කුමාර මහතා හා පුජ්ය මාරක සුසිල හිමියන්ද මෙයට සහභාගි වු අතර ඉතා සුළුවට හා චාම්ව මෙවර නිදහස් උත්සවය මහවිලච්චියේ දී පවත්වනු ලැබුවාය.
කොටි ත්රස්තවාදින් ගෙන් ගම්මාන ආරක්ෂාකර ගැනීම පිණිස පසුගිය දා රාජකාරියේ යෙදිමින් සිටිය දී මහවිලච්චිය සිවිල් ආරක්ෂක නිළධාරි ගුණදීර මහතා කොටි ත්රස්තවාදීනගේ වෙඩි පහරින් මිය ගියාය රට ජාතිය වෙනුවෙන් තම මාතෘභූමිය දෙකඩ වන්නට ඉඩ නොදී තම ගම්බිම් හා ජීවිත ෙබිරා ගැනීමෙ උදාර අරමුනින් සටනේ දී දිවි පිදු රණ විරුවානණී ඔබ වෙනුවෙන් අප යමක් කලයුතුය ඒ අනුව ඔෙබි දරුවන්ය හිසට සෙවනක් තනා දී ඔවුගේ නැණ නුවණ පාදා දීම ඔෙබි එකම සිහිනය වු බව අප දනිමි.
එම උදාර සෙම්පතියාගේ එකම සිහිනය ඉටු කිරීම සදහා මහවිලච්චිය ප්රදේශයේ තම ප්රදේශයේ සහෝදර හා සිවිල් ආරක්ෂක නිළධාරින් සිවිල් ආරක්ෂක බලකායේ අධ්යක්ෂක ජනරාල් තුමා සමග එක්ව ගුණදීර මහතාට නිවාසයක් තනා දීමට පියවර ගෙන ඇත. වැඩ කටයුකු දැනටමත් අරබා ඇත.

මේ සදහා අවිස්සාවෙල්ලේ කවිදඡ හිමින් මහවිලච්චිය ප්රාදේශිය ලේකම් තුමා විලච්චිය පොලිස් ස්ථානයේ සිවිල් ආරක්ෂක අංශයේ ස්ථානාධිපති තුමා හා සිවිල් ආරක්ෂක දිස්ත්රීක් නිළධාරි ලසන්ත කුමාර මහතාද සහබාගි විය.

සිවිල් ආරක්ෂක දෙපාර්තමෙන්තුමේන්තුවේ අධ්යක්ෂක ජනරාල් රියාද් අද්මිරාල් සරත් වීරසේකර මැතිතුමා පසුගිය දා 2007.12.08 වන දින මහවිලච්චිය ප්රදේශයට පැමින සිවිල් ආරක්ෂක නිළධාරින් සමග සුහධ සාකච්චාවකද සහබාගි වුහ.

With the escalation of LTTE terrorism, the farmers and the inhabitants of border villages were often killed and their villages raided by the terrorists, killing several innocent civilians. Most of there were farmers. They did not have a uniform, and were using repeater shotguns. Because they were guarding their homes from terrorist attacks, they were called “Home Guards”.
In 1985, they started serving in all villages under threat as the internal defence service voluntarily. The Minister of National Security at that time, Lalith Athulathmudali, established the Home Guard Service in 1986. The force at the inception had strength of about 5000. They were paid on a daily basis. This unit was established under The Mobilization and Supplementary Forces Act of 1985. The Home Guards were deployed in operational areas and Colombo and suburbs, under the Police Force. Women Home Guards attended to secretarial work while the male Home Guards were deployed together with the Police, armed with repeater shotguns.
During the wave of violence that engulfed the Southern part of Sri Lanka in 1987 and 1988, the Home Guards made an enormous contribution to maintain the law and order of the country.
In 1987, the Home Guards were given training by the Army at Kumbuka camp in Horana. At that time, women Home Guards were not issued with uniforms. They were given their uniforms in 1988.

At the inception, the home guards did not have any welfare facilities. They were paid compensation only if injured or killed in a terrorist attack.
T56 weapons were given to the Home Guard in 1993. The services for their welfare were inaugurated the same year and a scheme of compensation also came in to effect.
The strength of the force also increased from 5000 to 25000.
The two weeks training given to Home Guards was increased to one month. The welfare activities expanded. Under the scheme, the Home Guards were able to obtain monetary benefits in the following instances:
*Death
*Hospitalisation
*The birth of a child
* Leaving after completing the service.
They began contributing to the Employees’ Provident Fund from 01st January, 2005.
In April 2006, the Home Guard Service was upgraded to The Civil Defence Force under Rear Admiral Sarath Weerasekera. The strength of the force was increased to 35000. Some selected members were given military training. From that day, The Civil Defence Force is successfully carrying out their duties in villages under threat and other areas.
From the 01st of January 2007, The Civil Defence Force was renamed the Department of Civil Defence. Rear Admiral Sarath Weerasekera was appointed the first Director.
All responsibilities that had been formerly entrusted to the Secretary of Defence were transferred to the Director of the Department of Civil Defence ensuring immediate expedition of decision making and security operations. The protection and the supply of essential items including food items are carried out under the direction of the Director. The Civil Defence Force gives their assistance to development programmes like’Gama Naguma’ and ‘Jathika Saviya’ started by the government. They are issued camouflage uniforms, giving them special pride in their appearance.
Special duties entrusted to the Civil Defence Force are:
* Providing security to economic nerve centres,
* Protecting main supply routes
* Security duties at forward defence lines.
They assist the security forces in carrying out their operations. The Civil Defence Force has a major responsibility in defending Mother Lanka from internal and external enemies.
මහවිලචිචිය පොලිස් ස්ථානයට අනුයුක්තව රාජකාරි කරමින් සිටිය දී වල් අලියෙකු පහර දීමෙන් ආභාධිත තත්ත්වයට පත්ව සිටින සිවිල් ආරක්ෂක ටී.29050 චමින්ද කුමාර යන භටයාගේ අසරණ තත්ත්වය සැලකිල්ලට ගෙන එම භටයා වෙනුවෙන් රෝද පුටුවක් පරිත්යාග කිරීම පසුගියදා (2007.09.18) මහවිලචිචියයේ දී සිදු කරන ලදි. සිවිල් ආරක්ෂක සේවා වනිතා සංගමය මගින් මෙම රෝද පුටුව ඇතුඵ උපකරණ ප්රදානය කරන ලද අතර අනුරාධපුර කලාප භාර නිලධාරි පොලිස් පරික්ෂක චන්ද්රරත්න මහතා සහ මහවිලචිචිය කලපෙ භාර දිස්ත්රික් නිලධාරි එරංග ලසන්ත කුමාර මහතා ද මෙම අවස්ථාවට සහභාගී විය. සිවිල් ආරක්ෂක සේවා වනිතා සංගමයේ සභාපතිනිය වන හේමන්තී වීරසේකර මහත්මියගේ ප්රධානත්වයෙන් මෙම සිවිල් ආරක්ෂක සේවා වනිතා සංගමය ආරමිභ කර ඇති අතර, එහි පළමු ප්රධානය ලෙස මෙම රෝධ පුටුව ඇතුඵ උපකරණ ලබාදීම සිදු කරන ලදි.
මහවිලච්චිය හා තන්තිරිමලය පොලිස්ථාන වලට අනුයුක්තව රාජකාරි කරණු ලබන සිවිල් ආරක්ෂක නිළධාරින්ගේ ජාතික අභිමාණය , මානසිකත්වය හා නිළධාරින්ගේ චිත්තෛධරය වර්ධනය කිරීමෙ අරමුනින් හෙළභිමාණි නමින් දේශන මාලාවක් 2007 සැප්තැම්බර් මස 4 හා 5 වැනිදා තන්තිරිමලය විහාරස්ථානයේ පැවැත්වන ලදි
